We talked about the same thing in the staff boards. I suggested leaving them there, closed, because if potential spammers see a spotless board, they'll be more inclined to do it than if they can see the results.

As for new members thinking the site is a craphole, I don't think so. The still-existing spam threads are pretty much confined to that one area, so if they lurk the site for more than a half second, they'll see that it isn't.
