Overall, I liked the movie the way it was, and I don't see where these scene's could have been added without making some changes to the layout of the movie, and i'm sure that was the decision that WB/the director had to make .

Very excellent points DesQueJ'teVois, the filmmakers really have to judge what elements to have and leave out of the movie, the required elements to tell the story and entertain the audience are in the movie. We can say yeah or nay about but the movie is good.
Which characters to put in the movie, and which that can be left out without altering the story line to much. The Bagman story is Famous Quidditch Player and Ministry Official with a gambling problem is an interesting story in the book, however the filmmakers decided not to tell it in the movie.
Personally I am glad they left Winky out of the movie, its a miserable story with winky endup as an alcoholic. Since that story really drove SPEW in the book, leaving it as part of the Winky story seemed to be the film makers decision.
The monsters and creatures in the third trial may not have worked the way the film makers wanted, since they have none, or it might have been how long do the film makers want to keep the audience scared, the trial does come just before Harry meets Voldemort, and that part is very long in the movie.
