As for new members thinking the site is a craphole, I don't think so. The still-existing spam threads are pretty much confined to that one area, so if they lurk the site for more than a half second, they'll see that it isn't.

Dude look what area they are in. Rules and Anouncements. It would be different if you moved the spam threads some other place, but letting them stay there? It is usually the fist area people look, and these spam threads are at the top of the page, which means they are the first ones that will get checked.
Nothing good could come from leaving them undeleted, and while nothing bad might come from leavign them, there is the possibility that something bad could indeed come from it. Why take that chance?
